City of Sacramento Hires Procurement Specialist

The City of Sacramento, Calif., hired Isena Garcia, CAFM, as its fleet fleet contracts and procurement specialist in October. Garcia was previously administrative specialist at the City of Virginia Beach's fleet division.

The City of Sacramento, Calif., hired Isena Garcia as its fleet contracts and procurement specialist in October. Garcia, a Certified Automotive Fleet Manager (CAFM), said one of the reasons she joined the City of Sacramento fleet was because of her interest in the City's forward-thinking green fleet initiatives.

Garcia will oversee the fleet's asset management activities, including replacement planning, budgeting, procurement, contracting, and development and implementation of an "eco diving" program.

"I am excited about being a part of the City of Sacramento team and having the opportunity to learn, grow, and contribute to the City's sustainability plan for a 'green' fleet," Garcia said.

She has 12 years of automotive experience in the public and private sectors. Most recently, Garcia was an administrative specialist in the fleet division of the City of Virginia Beach, Va. She wrote vehicle and equipment specifications for city-wide contracts for vehicle and equipment replacement. She worked with the fleet manager to manage an annual $6 million replacement budget for a fleet with more than 3,500 units.

She also worked with purchasing to award bids and issue purchase orders, generated reports for budgeting and fleet management, disposed of surplus assets via online auctions, and coordinated repairs and replacements of shop tools and equipment.

Before that, Garcia was involved with Ford Motor Company's Automotive Dealership Education Program for Minorities (ADEPM) while in college. Through the program, she trained at dealerships and at Ford headquarters in Dearborn, Mich., and obtained a certificate in dealership management. She performed managerial and front-line job functions that included selling cars, writing finance contracts, accounting, service writing and dispatching, and issuing parts, Garcia said.

Garcia holds a bachelor's degree in marketing from Arizona State University.
