Government fleets face ongoing challenges with operational efficiency, fraud prevention, and procurement. Rynse, a fleet management software developed for government and enterprise organizations, hopes to streamline fleet operations by enhancing transaction transparency, reducing fraud, and simplifying procurement processes for public agencies.

Rynse recently secured $5 million in seed funding led by Autotech Ventures, with participation from Founder Collective, Correlation Ventures, and Connexa Capital. The funding will support product development, marketing efforts, and operational scaling to meet increasing demand from public sector fleets.

Integration with Existing Fleet Management Systems

Many government agencies use legacy fleet management systems (FMS) that require seamless integration with new technologies. According to Rynse co-founder Roland Lau, the platform automatically processes, digitizes, and consolidates every transaction, providing real-time data insights for more efficient budgeting.

“Unlike traditional methods, agencies can access this transaction data in real time, allowing them to gain more accurate insights about their spending and budget more efficiently,” Lau said. “Rynse’s reports integrate seamlessly with most fleet management systems. For those that may not be compatible, the structured formatting of the data simplifies manual entry. As a complementary solution, Rynse enhances existing workflows without disruption.”

Fraud Prevention and Cost Control

Public sector fleets face significant risks related to fraud and overspending, which can account for over 20% of expenses in some industries. To address these challenges, Rynse assigns a payment card to each fleet vehicle, allowing transactions only for authorized services within its network of car washes and preventive maintenance providers.

“This ensures that transactions are limited to authorized services, reducing the risk of fraud and overspending,” Lau explained. “Unlike traditional fleet payment solutions, which often rely on broad spending categories with less granular oversight, Rynse enforces compliance at the vehicle level. This approach helps reduce unauthorized transactions, ensures expenditures align with organizational policies, and helps agencies optimize their fleet budgets efficiently.”

Documented Cost Savings for Public Fleets

Beyond administrative efficiencies, some government agencies have reported measurable financial benefits from using Rynse. For example, the Tennessee Department of Environment reduced instances of attempted misuse by over 80% through enhanced transaction transparency and spend controls. The department also saved more than 25 hours per month in administrative workload and improved cash flow management by consolidating invoicing and eliminating delays.

Streamlining Procurement with Sourcewell

One challenge public sector fleets face is navigating lengthy procurement processes. Rynse’s recent Sourcewell contract aims to streamline this by offering a cooperative purchasing program covering car washing, preventative maintenance, and garage services. This contract allows local agencies to cut procurement lead times from months to weeks and state agencies from years to months by managing complex regulatory requirements.

“Sourcewell may have constraints if federal funds are used,” Lau noted. “Agencies may still purchase using cooperative contracts with federal funds, provided the solicitation and awarded supplier meet federal requirements.”

Early Adoption in Government Fleets

Since its launch in 2024, Rynse has secured contracts with government agencies across 10 states, including the State of Utah, Anne Arundel County, Maryland; Baltimore County, Maryland; Broward County, Florida; City of Cincinnati; City of Pasadena; City of Pittsburgh; City of Sacramento; and the Tennessee Department of Environment. 

In Utah, Rynse helped the state overcome procurement challenges in establishing a car wash vendor network, reducing the process from an estimated 18-month timeline to just a few months.

“As a Sourcewell recipient, Rynse solved a problem for us, quickly unlocking a broad network of trusted service providers across multiple locations throughout the state, saving our drivers time,” said Cory Weeks, director of fleet operations for the State of Utah. “This streamlined our entire procurement process, allowing us to service our fleet through one centralized system, reducing costs and saving significant administrative time.”
