State Association Welcomes New Leadership

The National Conference of State Fleet Administrators (NCSFA) has elected new executive committee members and named the Tennessee fleet as its Fleet Excellence Award recipient.

The National Conference of State Fleet Administrators (NCSFA), an association devoted to state and university fleet administrators, has elected top governmental leaders to serve as officers on the executive committee. Scott Edwards, state fleet administrator for the State of Colorado will serve as NCSFA’s president for 2019-2020.

NCSFA’s executive committee is comprised of a diverse group of fleet administrators that represent state and university fleet nationwide. The new additions to the 2019-2021 executive committee include: Evan Speer, chief of office of fleet and asset management for the State of California; Clinton Bench, director fleet and transit, University of California Los Angeles; Jazzmin Randall, director of the office of fleet management for the State of Georgia. In addition, Kathryn Sterba, higher education marketing leader for ClubCar, will sit on the committee as an ex-officio member.

The Executive Committee is tasked with setting the strategic direction for the organization, developing policies and initiatives, managing risk, and exploring opportunities while being diligent stewards of NCSFA’s resources. The full executive committee for 2019-2020 consists of:

Directors:

  • President – Scott Edwards, fleet administrator, State of Colorado

  • President-Elect – Robin Rehborg, director of state fleet services, State of North Dakota

  • Treasurer – George Carter, fleet and parking services manager, State of Washington

  • Secretary – Jazzmin Randall, director office of fleet management, State of Georgia

  • Past-President – Bob Williams, assistant commissioner of vehicle and asset management, State of Tennessee

Officers:

  • At-Large Officer - Evan Speer, chief office of fleet and asset management, State of California

  • At-Large Officer – Clinton Bench, director of fleet and asset management, University of California Los Angeles

  • At-Large Officer – David Hofmeister, motor pool manager, State of Michigan

  • Corporate Liaison – Tyler Mortensen, vice president of strategic and government business, GPS Insight

  • Corporate Liaison-Elect – Kathryn Sterba, higher education marketing leader, ClubCar

The NCSFA also recently awarded the Tennessee Department of General Services, Office of Vehicle and Asset Management with its annual Fleet Excellence Award. Bob Williams, assistant commissioner for the office of vehicle and asset management, accepted the award at the association’s 2019 Workshop.

The Fleet Excellence Award is bestowed to a member fleet manager or organization that has demonstrated leadership resulting in cost reduction, the creation of new efficiencies, safety enhancements, and customer service.

The NCSFA selection committee noted the work the Office of Vehicle and Asset Management has accomplished the past five years to be selected for this honor. Through the implementation of new hiring practices, an updated training curriculum, utilizing telework for eligible employees, and a thorough review of their business practices to eliminate wasteful steps, the office has evolved to become a more efficient operation. Over the last five years, the office has decreased personnel by 15 full time employees while completing the same amount of work, implemented an initiative to visit annually with each vendor to improve relationships, and has achieved a customer satisfaction rating of 97.3%.
